If you don't get a voltage across the + and - of the charger then the charger is probably defective. Also check to see if the battery shows the voltage it's supposed to across the + and - terminals. Often if the battery is really dead, the charger will show it as defective. This happens when a new battery sits around uncharged for a while.

I have a olympus camara and the charger modle# LI-10C input 100-220v output4.2v i just bought a new batterymodle#LI-12B, now the battery wont charge i realy dont know if the problem is the battery {New one] or the charger itself,it blinks continous, the charger and the battery have 3 outputs, one is positive, the other is negative, and one in the midle, now can you tell me how can i measure voltage output? i tried to mesure + to - i get 002.2milivols i tried to jump negative with the midle one and mesure against the positive but dont get steady volts, please advise me how to go about it, i dont wont to by onother battery or charger without knowing what is bad or through away the camara it self. thanks in advance.
