LG 21S45VE Not going on

Have an LG that I get the +B voltage upto horiz. output transistor,but horz transistor lacks base voltage.
The jungle chip, produces the 3v for base triger but horz driver transistor is not driving the small transformer, no oscillation, any similar problem experienced by anyone, please advise.

The culprit is the jungle chip, does not oscillate to the hor. driver transistor though has the 3v. when it oscillates the volts drop to o.6 about.
a new jungle ic solved the problem.
