Sony KVC2913D No Picutre

The above TV (Sony KVC2913D) has no picture, just horizontal lines. As if the channel is off tune. Audio is OK. Every channel is the same.
Any ideas on what I need to either resolder, replace?

At the verticale PCB where the tuner is mounted,remove the IF module,open it and resolder the IF coils and all the GND connections + chip.
Resolder TUNER GND.
Resolder de connections of the little pcb between the IF module.
Remove all ELOc's in power supply.(Primary side)
Resolder frame deflection CHIP and remove 680uF/35V and 100uF/25V in the frame defelction circuit.
Remove 1500uF and 2200 uF/16V capacitor's in sec side of the power supply.
