Toshiba 61HX70 having a distorted picture

Hi all,

Just today, my tv started having some sort of distorted picture; it looks a bit frazzled. I'm having a hard time seeing the meu. I'm guessing it might be the convergence IC from what I've seen.

Would this cause the tv to shut down after a few minutes? There's a blinking red light, and I can't turn on the tv. I have to unplug and plug to get it to come on.
