Is it completely blue or a blue picture? A completely blue screen may mean no signal?

With my tv it's a blue screen with white horizontal lines going across the screen. When you first turn the tv on there is a very faint picture, like looking at an image through a photograph negative. Then within seconds it dissapears, leaving just the blue screen and white lines.
It's been in repair shop twice now in the last 9 days and still not working properly.
repair guy said he had it up and running all day in the shop then when he bought it back the first time it was ok for 4 days and then went again, same thing the second time only, it only lasted for about 1 hour before problem reocurred. So now no tv all weekend and it will be looked at a 3rd time on monday. So 9 days virtually without a tv and $200 out of pocket! Sad Evil or Very Mad Crying or Very sad
