if a delicate cable as the one connecting monitor with cpu is cut can it be fixed? and if yes how?

Monitor to the cpu! there is no such wire?
If you meant the cable that goes from video card to the monitor, technically yes; it can be spliced (not glued) together but it can be too much of a hassle. Monitor cables are not very expensive in US market.
