JVC 56 Widescreen Color Problem (Model # AV-56WP74)

I have a 2003 JVC 56 Widescreen (Model # AV-56WP74) If I turn the channel to station 4 (No Station just a black screen) The Red, Green and Blue bulbs shine through the screen. I can see the colors on the screen.

The picture is fine, but the color is distorted. If I sit directly in front of the TV the screen is Red on the left, Green in the middle and blue on the right. If I stand up and look down at the TV the color appears to be correct.

Any thought how how to correct this?
