Philips TV 29SX8671/29SX8771 G8A Chassis

Greetings all,
I have a problem with Philips TV. No controls work, no sound, but there is a static greenish raster, no video, with retrace lines from top to bottom. SCL and SDA come on and stay on for about 30 secs. when set first switched on and then they go both steady high. Power on button, Channel + - selector and Volume + - ( but not video button ) re start SDA and SCL running but nothing happens, raster still static. Checked voltages, they all seem to be in spec.
Noticed that ic TDA 4681 is very hot to touch.
