Flashing Red and Green LED

Dear sir,

Something had gone wrong lately with my Sony KCSV29M TV set. The set kept on flashing (red LED) on and off for a few microseconds without even initial startup - DEAD. After checking the linear power supply and the SMPS circuitry, I had successfully diagnosed the Driver and Startup (IC STR W6753) circuit and replace it.
Now everything is OK and I turned the set back on, this time the green LED turn on but only stay for awhile. The SMPS transformer (secondary winding) has the present of 160V but gradually decreased to 20V. My suspect is the startup and standby power supply, what is your opinion?
