stopping power meters

hello there my freinds,i just want to know something if its possible to control or stop the conventional power meters?if its possible.can you give me some theory or a working diagram?thanks a lot and more power to all of you......JT( [email protected])

Convential power meters with a rotating disk can be stopped by rotating them onto their side. However it is obviously illegal.

For what possible reason would you want to do that, other than to steal power.
