NEC Plasma PX-50XM1A won't turn on

Hi I have an NEC plasma monitor, PX-50XM1A. While attempting to turn on the display it squeels slightly at first, the fans turn on but then immediately turns off, then I hear a couple clicks inside and the monitor seems to shut off. The normally green power led flashed red, green, green, green, red, green green etc.....

Are there any known issues with this display, I have no idea where to even begin. I have taken the back cover off, I can hear approximately where it is clicking, checked all fuses. Are there any experts here around middle Iowa that can work on it, every place I have called want nothing to do with it.
