Most wanted subsystem revised

I have made some modifications to the Most Wanted section ( http://www.eserviceinfo.com/index.php?what=show_requests ),
hoping to make it more user-friendly and easy to use.

Among these are:
- Most wanted answer can be given as text or link only, without actual file upload
- Added View link where all responses for a given request may be checked
– Multiple files can be uploaded as a single Most Wanted response
- Some bugs fixed
