FISHER model no. PC-2013..No video but has raster

I got this Fisher TV model pc-2013 it's quite old until recently it broke down on me..It has no sound and no video..As in blank video but it has raster or scanning lines..I'm thinking it's the jungle IC LA7655N anybody want to back me up on replacing the component?

What confuses me is that it when I press the volume it has the On Screen Display..volume,channel and also time..I'm thinking it has a problem on the video amp..

Is there anybody here that can discuss this..or give any idea..will be greatly appreciated..
