RCA HDTV (D52W23 - 2005) Won't turn on, squeaking noise....

I got a new (well used, from a friend) RCA flat screen HDTV and when I
got home and pressed the power button, instead of turning on it did
this:

1. Made a strange high pitch squeak (like a mouse squeal)
2. Power light came on for 2 seconds and then off
3. Repeated steps one and two 3 times
4. Shut off


The tv was working fine before we moved it so I'm worried about
possible damage during the move. Do you know what is the problem with it?

I've heard i might have to do something to the caps at the power supply.




I have no clue in any way what that means.
