Samsung 216BW No Display.

I have a samsung 216bw that when plugged in acts like its in standby mode with no video source plugged into it. No matter what i plug into it the display it will not turn on. Its not a problem with the backlights because the monitor led never goes from a blinking to a solid on state. I checked samsungs website and in the faq it stated that the power supply was failing. I have checked fuses, caps, and solder joints. Thanks in advance for any help.
