11ak37 power on problem

I can't seem to find the problem to an TV equiped with this chassis. It works fine in standby but when i try to turn it on, the led turns green for a few secs the red again. I forced it in on but i still dont get the high voltage chopper to work. Sorry if i am not too precise, i am not very good with english terms.
