JVC AV-21TE starts & then shut down & the offtimer

Jvc AV-21TE is starting normally ( powers up normaly ), but within 5 seconds it shuts down & the timer is bliniking. so help me what could be the problem. & also when it shuts down it shows Horizantal line.
