| My television has a 2" band of white stripes overlapping the top of the screen, creating an inversion of the picture in this band. Does anyone know what could be causing this? |

It is electrolytic pump cap in Vertical Deflection circuit . I had same problem - just replaced it on 2003 Toshiba TV and all is back to normal. Cost $1.5CAD for the part, $16CAD for soldering iron, $2.5CAD for solder and $8CAD for solder sucker. New cap is a bit larger then original - no issue.
