digital pic frame fault

Hi all
I am trying to repair a digital photo frame i have replaced the ccfl lamps also the inverter
I think the fault is to do with voltages the tubes are trying to light but cant quite ,
on this photo when i unplug the connector circled in yellow i have 12v DC at the connector circled in red , as soon as i connect it the volts on the whole board drop to around 6 or 7 V DC (board says should be 12V at various places ) any ideas what to check next (I am a bit of a newbie by the way)
