Does someone know how can be read a PIC with read disabled flag up ?
If you have seen a schematic for a telephone dialer with РІС16F84 ?

If the read disable flag is up the pic can not be read

The program of a protected PIC can be read. Even Microchip acknowledge this .
See for example "PIC16F62X Data Sheet" page 2.
I have not tested it personally, but as far as i have heard it can be done with higher power voltage.

Check out what Microchip says:
