I had a panasonic TV , model TC20L3T. Powe is ok & the power led is normal (red ) , but when turn on there is no picture & no sound, Just fast tick tick sound inside the Tv. and when u increse the volume the tick tick sound increases & when u decrease the volume the tick tick decreases. Help plz

There could be a short on the mainboard.

Try to measure if there is a short on e.g. the high voltage transitor.

If not, check the secundairy voltages, to see in what circuit the short is?

I would start by checking if there is a short on the mainboard, by checking if the high voltage transitor (HOT).

Do you have any experience in electronics?

is the high voltgae transistor means the horizintal transistor ??
and how do i have to check between the leads ( Base, emitter & collector ) ?

Yep!

First check if there is a short between the collector and emitter.

(The "short" (low resistance) between base and emitter is "normal", there is a small trnsformer between them.)

ok i will do that. But i took out the transistor from the board & switch the tv on & the fast tick tick sound is still there. does this means the problem is in another ? anyways i will check the transistor. but give me some idea about that.
