Basically you require a Dictaphone and the type required would depend on the length of the message. You should be able to purchase a cheap one for about £10 sterling in the u.k and will hold about 30sec of audio and noticed Woolworths had a cheap one such as this recently if in the u.k.
Alternatively if you wish to build your own you could go to a site such as the following and download the manual which contains all you need or purchase a kit from Maplin, Radioshack etc.

Hello masters of electronics.
I need to make a circuit that will repeat whatever is said into it after a few seconds.
If i sound ambiguous, then example of this thing can be taken from those teddy bear toys, where your press a button say something, and it will say it back to you.
Any information regarding this (name of this type of device, parts needed (microphone and speacker are one of those obviosly), diagrams ) is welcome.
