I don't know your particular computer but most fans are speed controlled to the temperature. As the temperature sensor gets warmer the fan spins faster. When first powered up, these fans spin at maximum revs for a few seconds. Is your computer like this?
If you mean that the computer itself won't start, have you tried replacing the powersupply with a known good one? Will it start using a boot disk?

Hello My son has a Sony VAIO PCG-7F1L when powered up all of the lights
comes on the cooling fan spins for a brief second and then nothing happens,
the power lights remains on.
I have tried replacing memory, swapping slots and also checking the hard
drive. with no luck. Thought that I had found the problem but still wont
start. The computer is an important part of my sons life as he has
inoperable cancer both in the brain and in the spine. Thank you
