unsolder the largest transistor you can find behind or near the Flyback, it is the Largest transistor(HOT) attached to the heat sink. it has somewhat a code like C552 or whatever it is, though it would be better if you totaly remove the HOT(horizontal output transistor). then try to plug in the supply the normal way, notify me if it starts to turn on(without the HOT) then you will have a hint.
Using your VOM, set it to X1(analog), test the transistor.
for NPN
Black node Red Node
Base Collector it should read about 20 ohms or less
atleast morethan half of the scale
base Emitter the same
for PNP
Black node Red node
Collector Base it should read about 20 ohms or less
atleast morethan half of the scale
emitter base the same
try to interchange your node, the VOM should not respond, if it does, your transistor is shorted, replaced it.
put the red node to the emmitter and the black node to the collector,
if the transisstor has a built in diode shunt to the two terminals, you will be reading asuall as a diode that goes or respond only in one direction. but if it does, then probbobly you have deffective transistor
but if there is no built-in diode inside, in either way the meter will not respond at all. if it responds, it is deffective.
