Here's a solved case instead of another question with no answer!

Sony KV1397R 13" late 1980's TV on the bench. Depressing the power button resulted in only a loud hum from the set and no picture. No service literature available.

Pulled the chassis, suspecting an electolytic, and was not disappointed. ESR meter was used to check every electrolytic on the board (this really doesn't take as long as it sounds.) Found C614 to be dried up and open circuit. This is a 22uf 250V radial lead electrolytic in the power supply area (middle) of the board.

Operation was then restored to normal. Total time of repair less than 30 minutes.

Dried up electrolytics are a common problem in late 1980's Sony TV's and most of the time they don't take other components with them.
