Model: Philips 29PT700B/00 CHASIS GR2.4

Problem: TV does not respond to the IR remote control (RC), no volume controle, no stdby, no channel change...nothing!

However, the RC handset does work and the IR receiver also responds to the RC handset. The handset communicates to pin 35 of MCU 87CM36. When I "scope" pin 35 I see no "pulses".

Now, in series with pin 35 is a jumper (4709). When I open the jumper and scope it (pin 35 not connected) I see the pulses.

Further, when I measure the impedance from pin 35 to ground I get 68ohm.

History: I have replaced the LOPT.

Would someone please tell me how to fix this problem.
