Most likely, the problem is due to a short circuit on one of the output lines from the power supply, maybe due to a failed line output transistor. Such faults are usually fairly easy to repair, and common to all traditionally built TVs or computer monitors.
Just make sure that when you have found, for example, a shorted semiconductor, investigate why it had failed before replacing it and switching the set on again. Perhaps there are dry solder joints somewhere in the line output stage, an open circuited flyback capacitor, faulty line output transformer etc. |
