Get the model number and Google it. Take the lowest price from what you find online and offer 50% of that. Find out how old it is and if it's working or not.
From past esperience, I would definetly NOT buy from a friend if you want to stay friends with them.

Need Help!
A friend is moving and wants to sell their tv. I told him I am interested in buying it but he doesnt have a price.
He said research it and let me know what you come up with.
It is a Samsung 46" DLP HDTV no stand
Any help would be wonderful!
