Your TV SMPS is not oscillating at the right frequency and that is causing the whining sound from the SMPS transformer.
you will need to check the horizontal output transistor, there is also something called the flyback feedback driver transformer(it is a small transformer usually blue in colour and looks like an IFT.

Is this a ctc chassis what #? plug in and put you meter in volts DC and put the probes across the big cap,should be about 160v the move just the positive prove to the colector of the Q401 should be a little more.give results.

RCA labels it as Q14401 so it would be Q401. You need to take a meter and check it. A visual inspection won't do it.

Another bit of information, the TV did POP when it first did this. Does that help?

I could not find Q4401 but did find both L401 and q401, but they both look OK. I looked closely at the whole underside of the mainboard and did not see anything that looked like a short or damaged solder.

Check Q4401 to see if it's shorted, resolder cold solder on t4301.

Also resolder L401near the q401

My RCA 32” CRT TV has no output (sound or video) and makes a high pitch noise when plugged in, pressing buttons have no effect. Any idea onto what could be the problem?
