C531 470mfd 16v is usually the culprit. The cap dries out and eventually it wont start at all. Super size it to 25v.

Working on a Toshiba TV model 27A51. When I try to power it up the deguass relay will cycle every few seconds for a while. After the relay stops cycling the I can turn the TV on it plays fine. The TV will play for 2 - 3 days then it will go out and the relay will cycle again.
