I have board A in my hand, is IC 201 the same as IC3201? It is a Sony chip CXA2069Q, it seems like all chips start with 3. Also notice on the board on the left hand side laying flat , there is a black thing in the shape of Hershey's kiss chocolate touching 2 capacitors, underneath seems to be like resistors, is this an insulator or is this a capacitor that melted?

It will have an A stamped on the board and you shouldn't have to discharge the crt.

Board A is on the left hand side correct? Do I need to discharge the gun before taking off the board?

Try resoldering IC201 on the A board.
