Have you found where to click to start the download?
You should click between the arrows on the line
"Download >> To download the file, please, click here ! << Download"
on the page for the document you want to download.

If you hover with the cursor on the clickable part of the line, you should be able to note that it links to an URL of the style "//www.eserviceinfo.com/download.php?fileid=????" .

Please note that this site does not allow more than one simultaneous connection for each user. So you can't start a download while, for example, a page is loading in another web browser window.

Another common reason for downloading problems is wrongly implemented filters at your ISP. This is particularly common in university or corporate networks. If you suspect that, try using another internet connection.

i can't seem to download the file i need, i click on download and it never appears and it never downloads. my pop up blocker is off i am able to download from other sites so i think this sight might be bogus.
