Try to find the signal that is used to tell the controller that the set has found a valid signal (usually, it comes from the horizontal sync circuitry), and check that there is some reaction on it when the set stops on a channel.
I remember that many years ago, similar symptoms could occur on Samsung TVs (P-50, P-54 chassis etc) using a Mitsubishi control system, if the clock crystal for the controller was defective so the controller was running far off from the correct frequency. |
