| Yes, you're right. There is raw B-plus through two resisitors and it is OK. There is voltage (12V) on regulator drive IC. I replaced it with new one but monitor still doesn't work. |

Raw B-Plus must be on one terminal of the regulator.
The regulator drive IC must have a "start-up" voltage (usually derived from Raw B-Plus through high value resistors).
Regulator drive IC must output a drive signal to regulator for it to work. |
