Like minnie said, it is proly the remote receiver RCV101 ( shown above)
You should have VCC on pin3, Ground on 2 and if you scope pin 1, you can see a pulse train all the way to pin9 of micro IC111 when pushing any button on the remote.
When a remote receiver fails, in general, you may not get a pulse &/or low/distorted signal. While there is a possibility that it may be loaded down by the micro, it is rather rare and unlikely.

I'd start with the IR sensor. It's cheaper than the micro.

Resistors do not "short out" like a semiconductor or a capacitor.

Same as funi chasis 6419ctc
In your case you are looking at a "zero ohm" jumper chip resistor which is suppose to check like a short.
