Like minnie said, it is proly the remote receiver RCV101 ( shown above)
You should have VCC on pin3, Ground on 2 and if you scope pin 1, you can see a pulse train all the way to pin9 of micro IC111 when pushing any button on the remote.
When a remote receiver fails, in general, you may not get a pulse &/or low/distorted signal. While there is a possibility that it may be loaded down by the micro, it is rather rare and unlikely. |

| I'd start with the IR sensor. It's cheaper than the micro. |

Resistors do not "short out" like a semiconductor or a capacitor.
Same as funi chasis 6419ctc
In your case you are looking at a "zero ohm" jumper chip resistor which is suppose to check like a short.
