You must have missed something then. Or received a new defective IC, or the board or a foil has crack(s).

Sorry but that's about as far as I can guide you.

I replaced IC1021.
but still nothing turns on.
What can I do

Check all components around IC1021. Google "testing (name of component)" [example: testing diodes]. If you test a component "in circuit" and get an improper reading, try again after removing (at least) one lead from the circuit. Q1041, if tests good, should be as far to the right as you need to go.

If ALL surrounding components test O.K. - IC1021 itself would be the most likely suspect.

measuring the voltages on the pins of IC1021 with the ground reference pin # 2 of D1011
get

1 322 volts
2 0 volts
3 0 volts
4 0 volts
5 10 ...... 15 volts
6 0.01 ...... 0.04 volts
7 0 volts

What can I do?

Measure voltages on each pin of IC1021. Reference (ground) is Pin #2 of D1011.

Yes, I used the ground reference for measurements according to service manual
Yes pin 16 & 17 are to be measured to one another
I'm wrong on pin 1 measure -0.3 ..... -0.72 volts

What can I do?

You are using a even number pin (2, 4, ...10, 12) as ground (reference) when making measurements?

Voltages on odd numbered pins 5 thru 13 will only be present IF pin 14 is low. (should go hi to low when power button is pressed.)

Pin 16 & 17 are to be measured to one another (not to ground). Pins 1, 3 15 & 18 all reference ground.

IF you have -7.2 on pin 1, usually pin 3 will have something on it.

Suggest you remeasure ALL and on any that you don't get a voltage on see what resistance measurement you get with instead.

I checked all voltages and in particular on ps1101 pins 1 to 18

1 -11 volts is -7.2 volts
3 +11 volts is 0 Volts
5 +5 volts is 0 volts
7 +3.3 volts is 0 volts
9 +3.3 volts is 0 volts
11 +5 volts is 0 volts
13 +9 volts is 0 volts
15 +5 volts is 0 volts
18 -29 volts is 0 volts

virtually no voltage is ok
Confused
What can I do?

the model is G ........ European model.
I checked the voltage across pins 1 & 2 of D1011 (bridge rectifier)
it is about 322 volts.
What can I check again?
