First, you try to find the part number from the manuyfacturer, in data books, on the 'net, or wherever you can find it. Do a search for the individuals and services who collect data sheets and offer the information to the public.

I'm sure you know that the power dissipated in a zener is the zener voltage multiplied by the reverse current through the zener. This product should be comfortably below the power rating of the zener under all possible operating conditions of the circuit.

If you can't find specs on the zener you are applying, test it as it will be mounted in your circuit and be sure it doesn't get noticeably hot under worst-case conditions, using either a very small temperature sensor like a bead thermistor or thermocouple or by feeling it. Crude, but better than nothing. If it is too hot to touch, the body is above about 140 degrees F and the junction inside the package is much hotter and under stress. (Obviously, you have to be very careful about touching an energized circuit if high voltages are present.) If you can comfortably touch the zener under worst-case operating conditions, it will probably be ok.

Another approach is to look up power ratings on known zeners in the identical package as your zener and apply a safety factor for the fact that you are guessing about comparability. Power dissipation is largely determined by the packaging and heat-sinking of the Zener.
