It could be the pump or a fault on the control board, trying a replacement is one option to take.

Just because the motor spins freely is not saying it doesn't have a shorted turn on it's coils, may be if it uses carbon brushes they just may be worn.

My fisher and paykel GW509 top loader will not drain ,pump does not even hum or get hot it does eventually go out on fault, 00111110 which says is pump over current,have checked pump and it spins freely and measured voltage to pump this was only 60-70v it should be 230v yeah is this fault more pointing towards pump or module,many thanks.
