The best way is to use a ESR meter but a standard capacitance meter would work also but not 100%.
A standard analogue or digital meter would give you a rough idea only.
It is the capacitance you are concerned with when testing although the voltage must be fully discharged and a good way to do this would be to use a 1k resistor accross the terminals and then remove the capacitor from the circuit. Switch the meter to ohms range if capacitance option not available and if short circuit you will obtain a low reading but you would normally expect the resistance to continually increase and go over range if a high value and reversing the terminals to start again. |
