I assume that you checked any alignment should it not be a broadband amplifier and that the drive is correct, and maybe the standing current through the collectors are correct should they not be in class 'C'.
MRF455 transistors are made up of multiple transistors, sometimes one or more can breakdown the effect would then be a lower RF output, this must be kept in mind in this situation, MR455 is not one solid transistor so to speak.
Providing all else has been checked then this 'could' be the probable cause.
