My tv is making a bird sound even when it is off until i unplug it and then it quits. when i re plug it it starts again.... what is happening?

im new to tv repair cause my own tv is down but im nearly sure i read somewere that its a capacitor dont they take me up on that cause as i say im a technician but take the back cover of and see were the noise is coming from be very careful cause there is very high voltage in there

The chirping sound is when the switch mode power supply is unable to start up. It is usually caused by dried up capacitor(s) in the front end.
