philips tv 21pt4323/71r l01 chassis

needs help!! i have 21pt4323/71r l01 chassis no power stand by only.
ic 7800 was already replaced but still same condition.
power supply voltage reading;
-main supply 126v - 82v only
-12v- 6v only
-3.3v ok

Have you checked the bridge rectifier?
