Magnavox RM8341 Standby Power Problem READ AND RESPOND THANX

Hi I am a new member in this forum and I need some help.
I have a Magnavox RM8341 projection TV. The tv will not power up all I get is a flashing LED in the HV power. I've checked the main cap and I get power there. I get power all the way up to the primary of the standby transformer. I don't get power on the secondary of the transformer.

How exactly do I test the secondary?
