jvc 21 inches k series power problem

can anybody have idea for jvc problem ,power will not normalize....half second on half second off contniuos when i hang the the horizontal output power seems normal its 115 volts when i connect the horinzontal voltage drops and goes back to up and down voltage not even reching normal voltage pls any help me please.........................................thanx to all

How do you 'hang' the horizontal output?
Is the B+ filter capacitor opencircuit?
Disconnect the HOT and replace it with a lightbulb, power resistor or both.
