TV Keeps Dimming On Dark Scenes

I have an RCA LED TV. The Model Number is : RLD5515A-D
Whenever there's a dark scene, the whole screen dims, and then goes brighter when it goes back to a light scene. It also does this on DVDs. I've tried turning Dynamic Contrast off and on and it does it on both settings. Is this how the TV is made? Does anyone else have this problem on their TV? Is this supposed to be happening, like some kind of feature? How do I stop this from happening, is there a service menu to get to?

Don't like it ... return it. Demo TV was or was not doing same to Display.
