toshiba laptop power problem

Hi,
I have a toshiba sattelite a30 but this problem could possibly be a fault on any laptop type.
The problem is when you measure into the laptop at the dc power socket there a hard short cicuit
showing.If you plug in the power adaptor it the protection cuts in and shuts down the power unit.

can anyone give me a hint on what it could be and i where I can download a schematic or service manual.

Laptop woring with batery.Adaptor AC/DC 19V is not czarging batery,and
it/'s not elementation Laptop.Adapter-goot.Broken PQ7,PQ8 typ4835.
