Need assistanc,AOC 5EN pin balance/side pin does not respond

please i need assistance, Im workin on a monitor ryt now (AOC 5EN)
first it has no power, then I was able to resolve, unfortunately,
when i power up, the side pin/pin ballance do not seem to respond.

i knew there is a problem with one of the discreet transistor near the main IC controler, Im just being lazy to check. I have work on SAMPO and SAMSUNG monitors before so i have a lil idea. i just wanted to figure which one is the culprit.
