When I go to turn on the TV, it turns on and shuts off by itsself with out me seeing the picture 3 or 4 times and then stays off. whats that all about? someone help

clear the board of broken sholder make sure to solder it clean.

maybe it has abnormal voltage or highvoltage in circuit thats why the oscilation does not continue n it will shut off.

may be there is an overload in the deflection stage(horizontal)
monitor the B+ with load and without load.
