Kenwood VR5080 no sound??

Alright people,

Here is my problem, I have a Kenwood VR 5080 and there is no volume. No matter what I tried I cant get it to work. Checked everything, fuses, power supply, mute, tape 2....nothing. Finally I found the schematics and after further troubleshooting I found that the +/- 17VDC for the volume circuit was not present. I found the location of the source but cant figure why there is no 17 VDC. I have the schematics if anyone can help.
