BenQ Crt Monitor Blows fuse!

Hi

I have a BenQ 17" CRT monitor. Everything looks OK with series bulb. (HV Apear and LED turns ON) but when it is connect it in 220VAC, after 2 seconds it blows fuse and two diode Bridge Shorts.

I Removed Horizantal Output Transistor and Put a lamp on the Colloector of removed output transistor and put it in 220VAC, It doesn't blow fuse anymore but the voltage on Lamp is 215V dc. Is this voltage normal?

where to look for the problem?
